Right click on the offending file, select Unlock Delete, job done. I chose this over the portable version because with that it will not appear in the right click menu, unless I am mistaken. Cons. Although I am always extremely careful to download only what I want, I later found that the Iobit folder it placed in my program files contained one folder for Iobit Unlocker and another folder for Iobit Live. After examining the contents of the latter and attempting not entirely successfully to find precisely what it did presumably it is to keep Unlocker updated, I decided I could live without it and I deleted it.
